This volume explores China’s cultural heritage ideology and policies from three interrelated perspectives: the State and World Heritage tourism; cultural heritage tourism at undesignated sites, and the cultural politics of museums and collections. Xi'an, the former Chang'an - home to the terracotta army and capital to 13 dynasties of Chinese emperors - experienced World Heritage fame in 1987 when the Mausoleum of the First Qin Emperor was listed. In 2014, five more heritage sites in Xi'an were listed as part of the Silk Roads World Heritage nomination. This monograph analyzes current cultural resource management, archeological heritage management, and exhibitionary practices and policies in the People’s Republic of China. Academic researchers, preservationists, and other interested parties face a range of challenges for the preservation of the material past as rapid economic and social changes continue in China. On the one hand, state-supported development policies often threaten and in some cases lead to the destruction of archeological and cultural sites. Yet state cultural policies also encourage the cultivation of precisely such sites as tourism development resources. This monograph aims to bring the concepts of world heritage sites, national tourism policies, ethnic tourism, and museum display together for a general cultural heritage audience. This volume unravels the politics surrounding behind China’s hegemonic project of heritage tourism development in Lijiang. It provides a compelling study of the dialectical relationships between global and domestic capital, the state, tourists and locals as they collude, collaborate and contest one another to ready Lijiang for tourist consumption. Using rich material from insightful interviews and quantitative data, the authors show how complex tourism development can be even as it strives to do good for the community. Su and Teo investigate the practices of contestation and negotiation of identity within Lijiang; analyze the negotiations that transform material and vernacular landscapes; and suggests strategies that will enable sustained tourism interest in this location. This volume is based on papers from the second in a series of three conferences that deal with the multi-scalar processes of heritage-making, ranging from the local to the national and international levels, involving different players with different degrees of agency and interests. These players include citizens and civil society, the state, and international organizations and actors. The current volume focuses on the role of citizens and civil society in the politics of heritage-making, looking at how these players at the grass-roots level make sense of the past in the present. Who are these local players that seek to define the meaning of heritage in their everyday lives? How do they negotiate with the state, or contest the influence of the state, in determining what their heritage is? These and other questions will be taken up in various Asian contexts in this volume to foreground the local dynamics of heritage politics.
From the earliest museums established by Western missionaries in order to implement religious and political power, to the role they have played in the formation of the modern Chinese state, the origin and development of museums in mainland China differ significantly from those in the West. The occurrence of museums in mainland China in the late nineteenth century was primarily a result of internal and external conflicts, Westernization and colonialism, and as such they were never established solely for enjoyment and leisure. Using a historical and anthropological framework, this book provides a holistic and critical review on the establishment and development of museums in mainland China from 1840 to the present day, and shows how museums in China have been used by a wide range of social, political, and state actors for a number of economic, religious, political and ideological purposes. Indeed, Tracey L-D Lu examines the key role played by museums in reinforcing social segmentation, influencing the economy, protecting cultural heritage and the construction and enhancement of ethnic identities and nationalism, and how they have throughout their history helped the powerful to govern the less powerful or the powerless. More broadly, this book provides important comparative insights on museology and heritage management, and questions who the key stakeholders are, how museums reflect broader social and cultural changes, and the relationship between museum and heritage management.
